Executive Leadership
John Hogeboom has worked within the Community Bridges, Inc. (CBI) system of care network since 1994 and currently serves as the President/CEO. Prior to this, John served as Deputy CEO for two years and as the Chief Operating Officer (COO) for the 11 years prior. During his 25-year career in the integrated behavioral/medical health care field, Mr. Hogeboom has gained considerable experience leading clinical operations, quality management, peer support, and medical practice. He enhanced existing programs and developed new programs that have impacted communities and now support agency growth and sustainability.
During his tenure as COO and Deputy CEO, Mr. Hogeboom’s primary focus was on the building of sustainable and meaningful models of care in areas of Arizona that have lacked access to behavioral health services. He and his team have served as the chief architects of the strategy and execution of community-based systems of care which have increased the availability of crisis and general behavioral health services to underserved rural communities throughout Arizona in partnership with local law enforcement, hospitals, tribal and county governments.
In addition to focusing on rural areas, Mr. Hogeboom has been successful in the development of the Access Point and Transition Point models in Maricopa and Pima Counties which provide 24/7 evaluation services to the general community and serve as a police drop-off and short-term crisis residential/hospital step down unit (developing the first community psychiatric emergency center (CPEC) in the East Valley).
In 2019, Mr. Hogeboom became the President/CEO of Community Bridges, Inc., an Arizona private non-profit agency with over 1,600 employees delivering the full continuum of Integrated Behavioral Health services across 31 separate programs across seven counties in Arizona. CBI’s continuum currently delivers over 200,000 episodes of care per year through Crisis, Inpatient, Residential, Housing, Peer Navigation, Women and Children’s Programs, Prevention, Homeless Outreach, Forensic Assertive Community Teams, Medication Assisted Treatment, Patient Centered Medical Homes (PCMH) and Community Education. Mr. Hogeboom’s commitment to the mission and purpose of CBI remains his guiding light to support the talented and innovative staff that make CBI a true community partner.
John Hogeboom has a Master’s Degree in Business Administration from the University of Phoenix and a Bachelor’s Degree of Science Administration of Justice from Arizona State University. He is a Licensed Independent Substance Abuse Counselor (LISAC).

Prior to joining CBI in 2015, she worked in case management, intervention, supervision, and clinical support for domestic violence, substance abuse, anger management, developmental disabilities, vocational rehabilitation, child abuse/neglect, boundary and life management issues, sexual violence, serious mental illness, co-occurring disorders, and co-dependency.
Barb holds a Master’s Degree in Professional Counseling and Clinical Mental Health from Ottawa University.

Prior to joining CBI in 2018, he had a variety of Chief financial and leadership roles at Mercy Maricopa Integrated Care, Magellan Health Services, and Cigna. Ramon’s career spans more than two decades in the healthcare industry. Scott has assisted in the development of new models of care in underserved rural communities in Arizona that have lacked access to behavioral health services. Scott played a key role in developing a partnership with local law enforcement, hospitals, tribal and county governments. In Phoenix’s East Valley, that model was later adapted into what is currently CBI’s Community Psychiatric Emergency Center (CPEC) providing crisis stabilization, inpatient, and Title 36 services.
As COO, Scott is the legislative liaison for CBI. He also focusses on identifying and implementing internal efficiencies and cost savings, supporting and developing his leadership team, and implementing the operational goals set forth by the CEO.
Scott holds a Bachelor’s Degree in Psychology from Arizona State University and an MBA from the University of Phoenix.

Brenda oversees credentialing, claims, billing, eligibility and enrollment, and administrative aspects for CBI’s practitioners.
Prior to joining CBI in 2015, she held a variety of leadership roles in psychiatric crisis facilities and Managed Care Organizations, including ValueOptions and Magellan Health Services of Arizona.
Brenda’s areas of expertise include crisis services operations, call center operations, network management and development, claims resolution, credentialing, and medical management. She also has experience in navigating complex systems, and using technology to achieve company goals. She has experience in working with law enforcement and has provided consulting services nationally related to Crisis Intervention Training (CIT).

Dr. Lusko is the Chief Medical Officer. She has an active panel practicing in both primary care and addiction medicine in both inpatient and outpatient settings.
Dr. Lusko graduated from Midwestern University with a B.S. in Biomedical Science. She completed a Family Medicine Residency with Mountain Vista Medical Center and became boarded in Family Medicine. After residency, she continued to work as an attending physician in a family medicine residency.
Dr. Lusko is profoundly aware of how primary care, addiction, and mental health were aspects of medicine that needed a multidisciplinary approach for treatment to be successful. While working at a Federally Qualified Health Center in Apache Junction, AZ she began the first FQHC grant-funded Medication Assisted Treatment Program, helping to develop a collaborative care model of mental health and primary care treatment. She was named as Associate Program Director for Arizona’s first Addiction Medicine Fellowship through Honor Health and Community Bridges. She works closely with the Addiction Fellows throughout their clinical rotations and didactics and is strongly committed to providing an integrated training experience.
