What is ARPA Eviction Prevention?
The ARPA Eviction Prevention Program aids with Non-Title XIX City of Phoenix residents who need financial assistance for potential challenges to remain in stable housing.
Through Coronavirus Local Fiscal Recovery Fund, pursuant to the American Rescue Plan Act (ARPA), in collaboration with the City of Phoenix and Mercy Care funding, the ARPA Eviction Prevention Program establishes short-term resolutions for individuals experiencing hardships specific to housing.
Referrals can be submitted by any external agency and will be in accordance with identifying recipients that meet the criteria.
Qualifications:
A City of Phoenix resident that is uninsured or underinsured.
*Underinsured is defined as an individual who has insurance, but does not cover the services they are receiving.
Process of Referral Request
Completion of Specialty Referral Form for Eviction Prevention including all documentation listed below. Once the referral is completed all requests must be sent to [email protected]

2. Release of Information
- Apartment Complex or Utility Company
- Mercy Care
3. W-9
4. Valid Arizona Identification
5. Eviction Notice
6. Past Due Notice for Utility Arrears
Expectations Once Submitted
- The referral is reviewed by the Housing Liaison
- Email response within 48 hours by the Housing Liaison
- Once the referral is confirmed, the Housing Liaison will work with the participant to secure funding
- The Housing Liaison delivers payment directly to the vendor
- Limited funding is available and is on a first come first serve basis
