SUPPORTIVE HOUSING
Housing Services for those Experiencing Homelessness
At CBI, we know that the first step to a successful recovery is having a safe, stable and healthy place to stay. People battling substance abuse and behavioral health issues on the street are not equipped to find a new normal in recovery without basic necessities and a routine for those experiencing homelessness.
That’s why we’ve made it our mission to support those who are the most vulnerable in our communities. CBI offers housing programs that range from “bridge” to transitional, and permanent supportive housing.
People We Serve

It’s when people feel safe that we are able to begin the process of healing. When people begin to be treated with dignity and respect, that we are able to treat their medical, psychiatric, and substance abuse needs.
Individuals and Families Experiencing Homelessness
Using the Evidence Based Practice of Permanent Supportive Housing to end homelessness, we at CBI help people transition from the street to permanent housing as quickly as possible. This provides the framework to then achieve goals around daily living activities and recovery.
Our street outreach teams conduct an intense daily targeted search for individuals who find themselves homeless. Oftentimes patients are diagnosed with what is called, “co-occurring” symptoms. These symptoms include Mental incapacities, substance misuse and/or physical conditions.
The ‘Bridge’ Emergency Shelter for Men
Men experiencing homelessness can take a respite at CBI’s “Bridge” facility, known formally as the Temporary Shelter Bridge to Permanent Housing Project. This 34-bed transitional shelter is a residence between homelessness and the time it takes for CBI to secure permanent housing for each guest. It provides a temporary address for these men, so we can easily find them once their new home is ready.
This kind of ground-breaking work takes a village. CBI works hand-in-hand with Mercy Care, the Department of Economic Security and the City of Phoenix to support those experiencing homelessness. Read More
A team of Peer Navigators works alongside participants to implement a transition strategy to permanent housing and provide life skills education such as:
- Housing readiness
- Self-sufficiency and independence
- Eviction prevention
- Living in Balance curriculum, which helps people move from a life of addiction to a life of recovery
Participants that have received a permanent supportive housing subsidy or voucher can have temporary or “Bridge” shelter at this facility.
Referrals are sent to CBI through the Coordinated Entry System
SMI Supportive Housing
CBI’s permanent supportive housing services are for individuals with a serious mental illness (SMI) designation. The program works with individuals who have an SMI designation and who are in need of supplementary services; such as living skills, housing assistance, peer support, employment support, and health promotion. Services are individualized to meet the needs of the members. Learn More.
