At CBI, we know that the first step to a successful recovery is having a safe, stable and healthy place to stay. People battling substance abuse and behavioral health issues on the street are not equipped to find a new normal in sobriety without basic necessities and a routine
That’s why we’ve made it our mission to support those who are the most vulnerable in our communities. CBI offers housing programs that range from “bridge” to transitional, and permanent supportive housing.

It’s when people feel safe that we are able to begin the process of healing. And, it’s when people begin to be treated with dignity and respect, that we are able to treat their medical, psychiatric, and substance abuse needs.
Men and Women Experiencing Homelessness
Using our housing-first approach to ending homelessness, we at CBI help people transition from the street to permanent housing as quickly as possible. This provides the framework to then achieve goals around daily living activities and recovery.
Our street outreach teams conduct an intense daily targeted search for the men and women who consistently find themselves homeless. Oftentimes they have what we call “co-occurring” symptoms: Mental incapacities, substance misuse and/or physical conditions.
Our first goal is to immediately get them off of the street and into one of many safe and secure temporary housing facilities.
The ‘Bridge’ Emergency Shelter for Men
Men experiencing homelessness can take a respite at CBI’s “Bridge” facility, known formally as the Temporary Shelter Bridge to Permanent Housing Project. This 34-bed transitional shelter is a residence between homelessness and the time it takes for CBI to secure permanent housing for each guest. It provides a temporary address for these men, so we can easily find them once their new home is ready.
This kind of ground-breaking work takes a village. CBI works hand-in-hand with Mercy Care, the Department of Economic Security and the City of Phoenix to support those experiencing homelessness. Read More
A team of Peer Navigators works alongside participants to implement a transition strategy to permanent housing and provide life skills education such as:
- Housing readiness
- Self-sufficiency and independence
- Eviction prevention
- Living in Balance curriculum, which helps people move from a life of addiction to a life of recovery
Starfish Place for Survivors of Human Trafficking
Of primary concern to CBI, is that victims suffering from a life in human trafficking have a safe, nurturing home to. We want to begin the process of healing one day at a time. We aim to build strong families that are capable of sustaining recovery and thriving in their lives and communities.
To do that, in partnership with the City of Phoenix, we have Starfish Place. Starfish Place is a healthy home for victims and their children, where they are treated with dignity and respect. A place to renew their spirit, learn essential life skills and begin recovery. Read More
The team at Starfish Place offers women and their children:
- Case management, including outpatient care
- Employment and education assistance
- Financial literacy and budgeting
- Housing in a 15-unit, 1.8-acre multi-family apartment community
- Integrated health and wellness services
- Living skills, including social networking
Center of Hope for Pregnant Women with Substance Use Disorders
Women who are homeless, pregnant or postpartum, and have a substance use disorder can begin the process of recovery in safety, dignity and respect at CBI’s Center for Hope.
A place of hope for hundreds of women, Center for Hope offers the support they need at exactly the right time. It is the structure they want to preserve their families, have healthy babies, repair legal issues, and completely change their lives for long-term success in sobriety. Read More
At Center for Hope, women begin the process of recovery with these services:
- Childbirth and parenting education and support
- Outpatient services
- Integrated health and wellness
- Family and group therapy
- Child development center
- Employment preparation services
- Life skills training
- Physical health services
- Substance abuse and behavioral health treatment, including relapse prevention
More than 400 healthy, drug-free babies have been born to women at the Center for Hope since it opened its doors in 2004!
Veterans
CBI serves the Veteran community with Wraparound Services that connect Veterans with housing and ongoing care and services. Our ultimate goal is to improve housing and income stability, along with making meaningful connections and engaging in community activities. This permanently sets the path for long-term vibrancy in the community.
CBI deploys a team of Peer Navigators to do street outreach in search of Veterans who want a new way of life. Vets may volunteer to transition to temporary and then permanent housing, via the Bridge system. Read More
Working alongside participants through the application process for Veterans Administration (VA) services is just the beginning. We continue to work with veterans to get them the services they need such as:
- Employment assistance
- Primary medical care such as wellness and prevention visits
- VA and other application aid for housing
- Medical, behavioral and recovery care and counseling
